GENERAL INFORMATION: Brightpoint Community College is a two-year public institution of higher education and is the third largest of Virginia’s 23 community colleges. The college is located within the Greater Richmond metropolitan area. It serves students and the community at its two campuses, in Chester and Midlothian; online; and in locations throughout its service area. RESPONSIBILITIES: In accordance with the Commonwealth of Virginia, Virginia Community College System, Brightpoint Community College and ARMICS policies and procedures, organizes, designs, sets up, validates and reviews for modification as required in the VCCS PeopleSoft Administrative and Student Systems and sub-systems. Works with VCCS to modify PeopleSoft software and associated set up as required to meet College, Federal and Commonwealth requirements.

Manages the reporting, monitoring, and reconciling all college funding in coordination with internal and external agencies. Ensures compliance with Commonwealth’s Risk Management policies and serves as the College’s ARMICS coordinator. Plans and implements strategic planning initiatives to improve organization efficiency and effectiveness in areas of responsibility. Manages the areas of Accounts Payable, Grants Management, and General Accounting. Conducts special analysis, reports, presentations and training sessions as requested.

QUALIFICATIONS: Master’s Degree in Business, Accounting, Administration or related field from an accredited institution. Significant managerial experience including broad-based financial experience, including experience in senior-level management. Strong management, interpersonal, analytical, organization skills. Excellent record of leadership in policy formation (planning, assessment and evaluation). Demonstrated expertise in the development and implementation of strategic plans. Strong working knowledge of financial systems and information technologies.

Ability to work effectively with internal and external constituencies. Knowledge of Generally Accepted Accounting Principles (GAAP). Demonstrated commitment to excellent customer service and student-centered focus. Effective written and oral communication skills. Willing and flexibility to work at any of the College’s locations.

Significant experience in higher education and/or state government administration and a thorough understanding of Federal and State administrative procedures. Knowledge of Agency Risk Management and Internal Control Standards (ARMICS) and federal financial aid regulations. Ability to analyze functions and recommend improvements in the efficiency and effectiveness of financial aid regulations. Experience with Oracle (PeopleSoft) administrative accounting and student accounting systems. Successful completion and passing of a criminal background and financial check.
